SERVICE SPECIFICATIONS

SENIOR PROTECTIVE SERVICES
(Revised 1/03)

Any exception to these Service Specifications must be requested in advance in writing and approved by the Administrator.  

SERVICE DEFINITION:  

Provide protective services to senior citizens, age 60 and over, who are at imminent risk to self or others and/or who are suspected of being abused, neglected (including self-neglect), isolation or exploited.  

SERVICE CATEGORIES AND UNIT MEASURES:  

Protective Services: Services include, but are not limited to, investigations, assessments, referrals, advocacy and emergency transportation plus the application of the full spectrum of social work and crisis management skills. The scope of these services is the community as a whole, including congregate living arrangements but not including Residential Facilities for groups.  

One unit equals one hour of protective services.  

SPECIFICATIONS:  

1.         Required Services:  

1.1       When a senior is reported to be a possible victim of abuse, neglect or exploitation, a report will be investigated within 24 hours in emergency situations, and within three working days in non-emergency situations. 

1.2       Conduct an in-home assessment to identify client needs and resources, except in cases of emergency, when the client does not have a home or refuses the assessment. The assessment must be completed within 10 days of referral unless there is a waiting list.  A plan of action for assisting the client must be developed as an outcome to the in-home assessment.  

1.3             When the client is considered to be at imminent risk, due to the client's own or another person’s actions, the initial overriding goal must be to either separate the client from the source of the risk or place the client in a setting where the client is no longer a risk to him/her self.  The client's right to make informed decisions regarding his/her living environment must be respected and followed.  

1.4       Provide counseling to client, the client's family and/or other interested and responsible persons.  

1.5       When possible, mobilize resources and community support to resolve issues obstructing or threatening the client's ability to live in their own home. 

1.6       Make appropriate referrals to other agencies in cases where Protective Service intervention alone is not sufficient to reach a workable solution.  All suspected criminal activities must be reported to police/law enforcement.  

2.         Optional Services:  

2.1       Provide temporary housing at available emergency shelter sites, such as group care homes, until long term living arrangements can be made for protective service clients. 

3.         Documentation Requirements:  

            3.1       Individual client files must include the following information:                        

3.1.a   Source and nature of service request and identification of all relevant client issues. 

3.1.b   Outcome of investigation and type of involvement, if any, of other agencies.  

3.1.c   Rationale for any services provided and referrals given.  

3.1.d   Results of actions taken on the client's behalf, including referral outcomes, removal of obstacles and resolution of problems.  

4.         Training:  

4.1       Any person providing Adult Protective Services who is not licensed in accordance with NRS 641B.200 et sec., must receive at least 10 hours of training annually in areas related to one or more of the following: Elder Abuse Awareness, Recognition of the Warning Signs of Abuse or Neglect, and Reporting Elder Abuse. 

5.         Quality Improvement:  

5.1       Conduct at least one quality assurance review annually. The review must evaluate the quality of service provided by the program and the adequacy of documentation. The results of the review must document any program deficiencies and contain a plan of correction.
