SPECIFICATIONS
RETIRED
AND SENIOR VOLUNTEER PROGRAM (R.S.V.P.)

Specifications must be requested in advance in writing and approved by the
Administrator.
SERVICE
DEFINITION:
This
service provides a variety of opportunities for persons aged 55 and older to
participate more fully in the activities of their community through significant
volunteer service. Exceptions may be made when volunteers 55 years or older are
not available.
SERVICE
CATEGORIES AND UNIT MEASURES:
Volunteer:
A person 55 years or older enrolled as a volunteer and assigned to work at a
public agency, private nonprofit organization, or a proprietary health-care
agency or organization that is designated as a volunteer station.
One
unit is one hour of volunteer service.
GENERAL
REQUIREMENTS:
A.
Grantees are required to meet all standards and requirements established
in Title III, Part B of the Domestic Volunteer Service Act, as amended.
SPECIFICATIONS:
1.
Documentation Requirements:
1.1
Grantees must provide the Division for Aging Services with a copy of all
program evaluation/assessments completed by the Corporation for National and
Community Service.
2.
Program Reporting Requirements:
2.1
The grantee must submit Quarterly Program and Financial Reports (DAS-200
and DAS-200F) as prescribed in the DAS-200 reporting instructions. The reports
are due the 15th of the month following the end of each quarter.
3. Operating Procedures:
3.1
The program must establish a process for resolving complaints from
volunteers, volunteer stations, or clients.
The
complaint process must ensure that complaints are submitted in writing,
investigated and documented by the program, handled in an impartial manner, and
resolved within 30 days. An appeal process must also be established. Assistance
must be provided to any person who needs help in preparing a written complaint.
4. Quality
Improvement:
4.1
The program shall establish a method to determine the level of
satisfaction that volunteers and volunteer stations have with the program. The
results of the quality improvement review must be documented.
